The short answer
State renewable procurement requirements and a customer's voluntary renewable product are different arrangements. Understand compliance and voluntary claims separately.
The decision this guide helps you make
Check whether a claimed renewable quantity is required procurement, a voluntary addition or certificates associated with your own project.
Evidence to gather before deciding
Use current Illinois Power Agency planning and implementation materials, supplier disclosures and certificate records.
The detail that is easy to miss
Do not claim that a voluntary purchase fulfills every corporate sustainability goal. Accounting boundaries, certificate ownership and retirement determine what the evidence supports.
Distinguish compliance from voluntary purchasing
Decision case · figures, where used, are hypothetical
Identify the actual rider, program or voluntary product. A renewable portfolio standard does not create one universal retail offer, and it does not justify assigning an invented policy percentage to an account's bill.
What would make this decision ready?
Use current IPA documents for the program year. If a charge is described as mandatory, request its tariff or agreement basis and check whether it is already included elsewhere.
Separate enacted rules from planning discussions
A statute, regulator order, implementation plan and proposed workshop idea are different kinds of evidence. Identify which one supports a statement and the customer or project to which it applies. Avoid turning a proposed measure into a present requirement. A long-term policy target can inform scenarios without establishing a particular next-month utility charge or supplier rate.
Identify the pathway to your bill
Ask whether a policy change affects procurement, a regulated rider, a project incentive, reporting or an equipment decision. Then find the applicable tariff, agreement or program terms. Do not assign an invented percentage of total cost to a broad policy name. A business with a fixed supply contract may still see different delivery treatment from an account on utility supply.
Use current implementation materials
The Illinois Power Agency documents implementation of the 2021 Climate and Equitable Jobs Act, Public Act 102-0662. Related programs and utility arrangements have their own materials and updates. Keep the source date and program year in your project file. If an incentive affects the decision, obtain written eligibility confirmation rather than relying on a general description of the law.
Turn uncertainty into a decision record
Write down the decision, relevant time horizon, assumptions and information that would change the answer. For a supply renewal, focus on actual exposure under the offered terms. For equipment, add capital costs, useful life and operational needs. Run a case without unconfirmed incentives. A record of what was known is more useful than claiming certainty about every future regulatory or market development.
| Record | Why it matters | How to verify |
|---|---|---|
| Account and scope | Keeps the decision tied to the right service and customer. | Use the current utility, meter and customer class; keep account identifiers private. |
| Period and units | Prevents comparisons across different months or measures. | Write down billing days and whether the amount is kWh, kW, therms or dollars. |
| Written terms | Distinguishes a claim from an obligation. | Save the full proposed agreement, tariff or program notice and its date. |
| Unknowns and exclusions | Shows what the estimate cannot establish. | List unresolved charges, eligibility and operating assumptions before deciding. |
Use a tool without sending your numbers
A calculator is useful for checking an assumption, not for confirming a tariff, incentive or legal interpretation. Enter only nonidentifying figures in the relevant worksheet. If you need a human review, describe the question and utility first; do not paste an account number or confidential document into the inquiry. Keep the model alongside the written terms so an apparently precise output is not mistaken for a complete quote.
